I don't think it did... It just brought people with powers across to where it was, or gave or awakened powers in them if they didn't have them.

Aa-- say for example, back in the City there was someone who back in his own world was just a spirit, but when the Porter brought him there, rather than-- [[a pause.]] Rather than make it be the same way that it was back where he had been, [[continues a bit more carefully]] it gave that spirit-- [[nope. Don't say it that way either. Awkward scratch at his cheek there.]] It made it so he could exist in that world on his own.

It would make sense that it could be similar like that here, since I'd think it would be far easier for magic to make something like that possible than a computer.
